The SA Kiusamisvaba Kool (Bullying-Free School Foundation) is a foundation established in 2012, with a mission to create a safe and caring educational journey for Estonian children by preventing and stopping bullying together.
To achieve this, we:
- Promote the scientific and evidence-based bullying prevention program KiVa in Estonia (read more about the program here);
- Support schools in implementing anti-bullying measures;
- Raise awareness about bullying, its prevention, and ways to manage it.
Our vision is that by 2035, Estonian society will have a greater awareness of how to create and maintain safe and caring relationships in schools, where bullying has no place.

KiVa Program
KiVa is a bullying prevention and intervention program developed by researchers at the University of Turku, Finland. Since 2012, the Bullying-Free School Foundation has been the official representative of this school-focused program in Estonia.
In 2024, approximately one-quarter of Estonian general education schools use the KiVa program. Besides Finland and Estonia, KiVa is implemented in 20 other countries worldwide.
This science- and evidence-based program is one of the most systematic bullying prevention approaches in the world, incorporating numerous practical activities and materials for both preventing bullying and resolving bullying cases.
The Bullying-Free School Foundation is the leading advocate for the KiVa program in Estonia. A comprehensive overview of the program can be found here.

Strategic Partnerships & Achievements
Since 2019, the Bullying-Free School Foundation has been a strategic partner to the Estonian Ministry of Education and Research in mental health promotion and bullying prevention.
The foundation has successfully carried out several development projects, supported by:

Event Management & Research
The Bullying-Free School Foundation is an experienced event organizer:
- Since 2014, we have hosted annual summer and winter schools for KiVa schools.
- In 2024, we are organizing a Cyberbullying Conference.
